JACKSON, Miss. – Rep. Fred Shanks from Rankin County has introduced House Bill 1028, which aims to raise the punishments for statutory rape.
“If a child aged 13 or younger is involved and the offender is 17 or older, it will lead to surgical castration,” Shanks continued.
It would give the judge another choice for punishment, alongside jail time.
“I’m a dad, and my daughter is 13. This affected me when I heard about it,” said Shanks. “I believe it’s the right choice.” It sends a clear message. Honestly, if you ever found out that this sad event happened to my child, worrying about this bill would be the least of their concerns.

“I don’t have any problem with it,” said Karlos King. “Young children are innocent and pure, so I don’t think it would be a problem.”
Angela Jones said, “I don’t mind it.” “I think there should be a rule.” I believe that if someone has committed the same crime of child sexual abuse before, then yes, it is concerning.
Gayla Book, whose daughter was raped at 13, said, “That child will have to deal with that for the rest of their life.” “You can’t avoid it.” There is no 10-year rule for them to forget about it after 10 years.
Some states have rules that allow chemical castration as a punishment for certain sex crimes. Last year, Louisiana was the first state to allow surgical castration.
Rep. Shanks hopes the committee will approve it so the whole House of Representatives can vote on it.
“I’m interested to see who would vote against it in the House.”
